In January 2023, after completing a detailed and comprehensive study that took most of 2022, three charter municipalities joined to establish and form a new regional police department to serve as the primary law enforcement agency for the Boroughs of Baden, Conway and Freedom.
The Beaver Valley Regional Police Department is the First Regional Department to be created within Beaver County, Pennsylvania. It brings together, and expands upon the existing Conway and Baden Police Departments, and includes Freedom, which had previously been contracting for police services to the Conway PD.
MANAGING COMMISSION
To govern the police department, each municipality appoints two members and two alternates to represent them on the Board of Commissioners. Baden and Conway provide a third member and alternate on an annual rotating basis. The Commission is responsible for the overall management of the department, creating and administering the budget, hiring personnel, and planning for and providing all the resources and equipment that is needed. Officers of the Commission consist of a Chair, Vice-Chair, Secretary and Treasurer who are elected by the Commission from its members.

DEPARTMENT OPERATIONS
The Managing Commission was officially founded on January 26, 2023 upon the formal adoption of the Regional Police Agreement by all charter Boroughs. The Commission used the next five months to plan, work and implement all the items and requirements that were needed to legally and functionally establish a new police department.
The Beaver Valley Regional Regional Police Department became operational as an entity on June 4, 2023. Adam Johnston was appointed the first BVRPD Chief of Police.
Effective September 1, 2023, Rochester Township became the fourth municipality to become a member of the Regional Department. We now proudly serve a community of approximately 10,215 citizens residing in an area encompassing roughly 8.1 square miles located along the Ohio and Beaver Rivers in the central part of Beaver County, PA.
The agency initially employed 11 full time sworn officers, consisting of a Chief, Lieutenant, two Sergeants, and 7 patrol officers, in addition to several additional part-time officers and one unsworn civilian staff Administrator. In August 2023, we entered into an agreement to provide a School Resource Officer (SRO) to Baden Academy Charter School, increasing the force to 12 full time officers. With the September 1, 2023 addition of Rochester Township the BVRPD added additional full time officers, for an overall force of 16 officers.
The BVRPD is headquartered in the former Conway Police Department located at 803 First Ave, Conway, PA and continues to operate substations located in the Baden Borough and Rochester Township Municipal Buildings.
